For first time users thru mobile, Globe advised to click the full version so that you can see the "Register" link. You have 2 options to create a new account, either thru e-mail or sign-in using your Facebook account. Globe specialists will still moderate all the posts to the said website.
Once you already have an account, you can create a new topic (depending on the right category), reply to a post and click the "thumbs up" button if you think that a post was helpful to your inquiry. On the main page, there are 3 functions which you can see at the top portion of the site: explore, answer and learn
