Eight months ago when he was still running for the mayoralty seat, his aim to put San Juan to be a smart city. Fast forward to November 2019, it became a reality with this momentous partnership with PLDT-Smart
Present at the ceremonial signing were PLDT Chair Manny V (MVP) Pangilinan, San Juan City Mayor Francis Zamora and ePLDT Chairman Al S. Panlilio.
With this development, the grounds of the new San Juan City Hall will have free and fast WiFi access Smart Google WiFi Station as well as key places in the city like Agora Market, San Juan Medical Center, Pinaglaban Shrine and PUP-San Juan Campus. Each session will have 30 minutes of free WiFi access and if the time is up, they can easily reconnect to the said service.

Aside from that (with the help of IT solutions provider Multisys) , they introduced three kinds of electronic kiosks (e-kiosks) that offers various kinds of services from paying to 1000+ utility companies and even paying to online shopping apps, loading services for Smart Prepaid, TNT, SUN and other telcos to even easy renewal of various permits (like Mayor's Permit) and paying taxes. These e-kiosks will gonna spread in various public places in the city mainly in barangay halls. San Juan mobile app is now online via free download on Google Play for all San Juan City residents
In a statement from San Juan City Mayor Francis Zamora "Through this memorandum of agreement with Smart and Multisys for free WiFi in key areas in our different barangays, for the development of our San Juan City app and fr the deployment of electronic kiosks in all our barangay halls and our City Hall, we are now bringing our San Juanenos closer to the city government by digitalizing local government services. This is in line with our vision to make San Juan a Smart City - A Makabagong San Juan"
The PLDT Chair added "We are happy to work with the San Juan city government in realizing their smart city vision. We look forward to helping Mayor Francis Zamora further enganbce his goverment's ability to respond even more efficiently to the needs of his constituents and elevate San Juan to be at pat with other modern cities in Asia and the world."
